William Carson Moore, Jr., 80, of Pocomoke City, MD and formerly of Richmond and New Church, VA, died on Friday, December 25, 2015 at PRMC, in Salisbury, MD. Born January 16, 1935, he was the son of the late William Carson Moore, Sr. and the late Bernice Mae Chapman Moore. Mr. Moore graduated from Atlantic High School (now Arcadia) in 1953 and was a member of the First Baptist Church, New Church, VA. He then attended and graduated from the University of Richmond in 1957 with a Bachelor of Science degree in Mathematics. Upon graduating, he started his only job with the Virginia Department of Transportation (VDOT) in Richmond, retiring in 1991. While there he started programming an IBM 650 vacuum tube computer that was installed in January 1958, being the very first in use in Virginia State government. The programs developed were for a Digital Roadway Design (DRD) system used for the design of the Interstate Highway System. By 1960- 61, IBM had developed a 1620 transistor based computer that was twice as fast and cost half as much. To save reprogramming time, Mr. Moore developed a simulator program to run the 650 programs on a an IBM 1620. This program was entered into the nationwide IBM catalogue of programs and was used throughout the southern states. By 1967, after all the programs had been rewritten for the IBM 620, the department acquired an IBM 360/40. This would require another reprogramming effort for the DRD system and to save time again, an emulator program was written to run IBM 1620 programs on the 360/40 while the programs were rewritten. By 1984, the nine highway districts were using the DRD system and other engineering programs and a distributed computer system was desired. Mr. Moore headed up a team to purchase and install a system of computers in the nine highway districts that did the primary functions of word processing, e-mail distribution, database functions and remote terminal functions with the central office. This was installed and by the time Mr. Moore had retired he became the computer security office, maintaining the logons and passwords for over 1,000 department personnel. Mr. Moore is survived by two sisters, Frances Redden of Salisbury and Annette Mills and her husband Richard of Pocomoke City; three nieces, Valerie Redden Trout of Ocean Pines, Kimberly Redden Ferrier of Salisbury and April Turner of Atlanta, GA and one nephew, David Redden of St. Leonards, MD. In addition to his parents, he was preceded in death by his paternal grandparents, Archie and Lula Moore and his maternal grandparents, Hugh and Lola Chapman. A funeral service will be held at the Holloway Funeral Home in Pocomoke, MD, on Wednesday, December 30, 2015 at 2:00 p.m., with Rev. Bobby Parks officiating. Family and friends will gather one hour prior to the service. Flowers accepted or donations can be made to the First Baptist Church, New Church, c/o Doris Collins, 4261 Lankford Hwy., New Church, VA 23415.
